Rule 31A
Time table and period of transfer

(1) Transferring employees should be done according to the following schedule:-
(a) The Ministry in the month of October every year,
(b) the Department in the month of Kartik every year,
(c) the Regional Directorate in the month of November every year and
(d) District office in the month of January every year.
(2) Notwithstanding anything written in sub-rule (1), once a year after the commencement of this rule, the Ministry and the Department within one month from the date of commencement of the rule and the regional directorate and the district office within one month after that, if the following conditions exist, the transfer shall be hindered. No :-
(a) If there is a vacancy in an office and there is difficulty in providing health services,
(b) If existing in the conditions mentioned in clauses (a), (c) and (d) of section 22 of the Act.
(3) Notwithstanding anything contained in sub-rule (1), the employee may be transferred to another period by the Ministry or the Head of the Department with the approval of the Ministry in the following cases:-
(a) If there is a vacancy in an office and there is difficulty in providing health services,
(b) If necessary to control natural calamities or infectious diseases or epidemics,
(c) If the head of the department or the head of the office or the head of the project has to be given special responsibility to carry out the work,
(d) Officials of employees who are on study/extraordinary leave, if necessary to fill the position in other places.
